The Great Plains Public Policy Institute (GPPPI) is a free-market think tank based in South Dakota. The Institute's stated mission is "to formulate and promote free enterprise solutions to public policy problems based on the principles of individual responsibility, limited government, privatization and traditional American values."[1] The GPPPI is a member of the State Policy Network (SPN).[2]

Activity

The Great Plains Institute is organized around three centers, according to the group's website:[3]

  • Center of Enterprise & Opportunity (CEO): To make recommendations for eliminating governmental, regulatory and political barriers to entrepreneurial initiative and free trade.
  • Center for Environmental & Regulatory Reform (CERR): To promote the approach to environmental issues that emphasizes markets, property rights and individual incentives as a strategy for safeguarding the environment.
  • Center for Education Reform (CEF): To explore and promote education reform strategies.

The organization appears to consist of CEO Ron Williamson and a P.O. box. Its only tax filing available is from 2007. The phone number provided on the organizational website is Ron Williamson's personal phone number and the majority of the research was published by Williamson. Despite all of this, the State Policy Network has the Great Plains Public Policy Institute listed as an active member.[2]
