Donald M. Fraser (D-Minnesota) wiki
"Fraser served in Congress from 1963 until 1979, when he gave up his seat to run for the U.S. Senate (he lost 1978 primary bid to Bob Short who lost in the general to Republican Dave Durenberger). He then became the longest serving mayor in Minneapolis history, getting elected in 1979 and serving until 1993." [1]
