Comfrel "has its origins in the Task Force on Cambodia, which came together to provide an independent, non-partisan domestic monitoring team for the May 1993 UNTAC elections and worked in close collaboration with the relevant international organisations throughout Cambodia in order to monitor the electoral process, before, during and after polling day. In 1995, a decision was made to establish Comfrel as a permanent election monitoring organisation.

"In 1997, Comfrel registered with the Ministry of Interior and thereafter was recognised by the National Election Committee (NEC) as one of three organisations to be given priority in observing the 1998 National Assembly election." [1]

"Comfrel has a Board of Director, comprinsing 12 Cambodian NGOs such as: Cambodian Human Rights and Development Association (ADHOC), Human Rights Vigilance of Cambodia (VIGILANCE), Socio-Economic Development Organization of Cambodia (SEDOC), Cambodian Women's Crisis Center (CWCC), Cambodian Center for the protection of Chirldren's Rights (CCPCR), Legal Aid of Cambodia (LAC) Khmer Pampuchea Krom for Human Rights Association (KKKhRA), Women's Media Center of Cambodia (WMC), Cambodia Defence Project (CDP), Khmer Youth Association (KYA), Cham Khmer Islam Minority Human Rights and Development Association (CKIMHRD) and Cambodia Association for the Elderly (CAE) which involve in strategy and policy decision of comfrel Executive Committee, the key unit that plan and organises the implementation of the comfrel's programs. The Central office maintains communication and spplies training and material for Comfrel's provincial network, where the Provincial Executive Groups, comprising up to five persons, organise the work of the District Contact Persons and Commune Activists, providing training with assistance from the Cental Office." The NDI "continued to support two local election monitoring organizations - the Committee for Free and Fair Elections in Cambodia (COMFREL) and the Neutral and Impartial Committee for Free and Fair Elections in Cambodia (NICFEC)-to implement the Parliament Watch program." [3]
