The American Public Power Association (APPA) is a Washington D.C. based lobby group representing over community-owned electric utilities. On its website APPA states that it aims "to advance the public policy interests of its members and their consumers, and provide member services to ensure adequate, reliable electricity at a reasonable price with the proper protection of the environment."[1]
"Since two-thirds of public power systems do not generate their own electricity and instead buy it on the wholesale market for distribution to customers, securing competitively priced and reliable wholesale power is a priority," it states.[1]

Personnel
Lonnie Carter, the President and CEO of Santee Cooper, the publicly owned South Carolina electricity and water utility, is the chairman of APPA. On his election to the position in June 2010, a Santee Cooper media release stated that "Carter plans to use his time as 2010-2011 chairman to raise awareness and educate members on the cost uncertainties of potential regulatory changes in the electric industry."[2]
"We are in an era of unprecedented change and challenge ... a wave of relentless regulatory and legislative changes at every level – generation, transmission and distribution – is bringing this uncertainty and with it, higher costs to customers," he complained.[2]
