David Hale

David Hale was the primary witness for then-Whitewater Independent Counsel Kenneth W. Starr against then President William Jefferson Clinton. In a plea bargain with Starr, Hale pleaded guilty to two felonies in exchange for his testimony against then-Arkansas governor Jim Guy Tucker and other Arkansas political and business figures.
