The Hispanic Council for Reform and Educational Options (HCREO)

According to the Department of Education's Office of Inspector General report on Department PR expenditures in fiscal years 2002 through 2004, HCREO received $900,000 in 2003 - 2004, to "promote school choice and tutoring options for Hispanic children. The products ... included handbooks, brochures, three op-eds, and an informational video. ... Two op-eds were published in the Dallas Morning News. The third op-ed was published in two Spanish-language publications, Al Día (Texas) in January 2004 and En USA (Florida) in April 2004. All three advocated a particular viewpoint and did not disclose ED’s [the Education Department's] role in their production." [1]
