When Philip Morris introduced their PM21 campaign to remake Philip Morris's identity as a more caring company that's not just about cigarettes, they turned to Towers Perrin to develop a FIRESTORM plan for media relations, encompassing a speakers' bureau, coordination with the entire network of right-wing think tanks, coordinated announcements with major food banks and conservation groups, an "Advertising task force" and "Internet surveillance".
