From the Lawrence Livermore National Laboratory Homeland Security Organization web pages:[1]

About the Homeland Security Organization[2]

The Homeland Security Organization (HSO) at LLNL, like many other organizations throughout the U.S., emerged in response to the terrorist strike of September 11, 2001. The HSO at LLNL "will provide comprehensive solutions integrating threat, vulnerability, and tradeoff analyses, advanced technologies, field-demonstrated prototypes, and operational capabilities to assist federal, state, local, and private entities in defending against catastrophic terrorism."

The HSO goals include "denying terrorist acquisition of catastrophic weapons (nuclear, radiological chemical, biological, cyber, and other threats that can result in mass disruption or destruction), to detecting and interdicting terrorist activities, to responding to and mitigating the effects of terrorist attacks, to identifying the perpetrators of terrorist attacks...." using LLNL "expertise and capabilities as well as that of industry, universities, and other research institutions so that the full weight of the U.S. technological community can be brought to bear on this critical national security mission."
