According to some, it is also a policy forming group. It is comprised of representatives from North America and Western Europe and was founded by Joseph Retinger, [[Prince Bernhard of the Netherlands]] and Belgian Prime Minister Paul Van Zeeland. Bilderberg invites 100 (or more) of "the most powerful people in Europe and North America", for annual, closed door meetings at five star resorts. The group stresses secrecy:
