The IHS was started in 1961 by [[F. A. Harper|F. A. "Baldy" Harper]]. It was originally located near San Francisco in Menlo Park, California, but in 1985 moved to its current home at George Mason University in Virginia.<ref name="about"/>

In January 2014, MSNBC host Rachel Maddow claimed that the Koch brothers were connected to a Florida law, since declared unconstitutional, that required drug testing for welfare recipients.
