Geoff Mulgan is the founder of Demos. In September 2003 he was appointed head of policy at No 10 in addition to his role as head of the Strategy Unit in the Cabinet Office. [1]

Between 1997 and 2004 Geoff had various roles in the UK government including director of the Government's Strategy Unit and head of policy in the Prime Minister's office." [1]
