Hadley was born in 1947 in Toledo, Ohio. "From 1972 to 1974, Hadley served as a comptroller for an analysis group for the assistant secretary of defense. He then worked in the National Security Council's [[Office of Program Analysis]] for three years before leaving government service in 1977 and becoming an associate, and then partner, at the Washington, D.C. law firm of [[Shea & Gardner]], ... [where he worked] until 2001, taking leaves in 1986 to serve as counsel to the President's Special Review Board--also known as the [[Tower Commission]]--and again in 1989 when he served for four years as assistant secretary for international security policy in the Department of Defense."
