According to the [[Department of Education]]'s Office of Inspector General report on Department PR expenditures in fiscal years 2002 through 2004, HCREO received $900,000 in 2003 - 2004, to "promote school choice and tutoring options for Hispanic children. The products ... included handbooks, brochures, three op-eds, and an informational video. ... Two op-eds were published in the ''Dallas Morning News''. The third op-ed was published in two Spanish-language publications,

CREO was founded in the summer of 2001.
