The Wisconsin Center for Economic Prosperity (WCEP) is a PAC that was founded in 2009. WCEP has worked together with Americans for Prosperity to hold conferences for conservative activists. Though WCEP is obligated by law to disclose all expenditures to the federal government, it failed to list its sponsorship of AFP events in 2009 to 2010, prompting the FEC to send four "failure to file" notices to WCEP. Tax filings have shown that Cain campaign manager Mark Block has a checkbook in the name of WCEP.[1]

WCEP is one of three plaintiffs challenging Wisconsin's "Impartial Justice Act," a law that seeks to curb the influence of special interests in Supreme Court elections by providing public financing. [1]
