The U.S. Naval War College is located at Newport, Rhode Island.

"Within the Department of the Navy, the President of the Naval War College is accountable directly to the Chief of Naval Operations, who in turn is responsible to the Secretary of the Navy. The Secretary of the Navy, under the Secretary of Defense, is similarly responsible to the President and the Congress of the United States for proper management of the Department of the Navy." [1]
