The Institute of Regulatory Policy was run by two shysters, Thorne G Auchter and his partner James Tozzi (sometimes in alliance with a third partner George L. Carlo. Carlo run Health and Environmental Sciences, The Carlo Institute, George Carlo & Associates and other pseudo-science operations (Auchter was n occasional partner).

However Auchter and Tozzi had their own pseudo-research organisations: Federal Focus, Multinational Business Services (MBS) and the Institute of Regulatory Policy (IRP). They worked for the same organisations and industries as Carlo, but often under different names. See details:

Carlo, Auchter and Tozzi specialised in providing faked research findings for corporations and industries which were having poisoning and polluting problems. [1]
