The Hygiene Council describes itself as "an international think tank of leading practitioners in the fields of microbiology, virology, infectious diseases and public health, with the aim of providing straightforward guidance to the public to help them improve hygiene standards and overall health." [1]

The domain name registration for the group's website indicates that it was registered on July 3, 2006. [1] The contact for the registrant was listed as Reckitt Benckiser.

In August 2006 Canadian Council member Dr. Donald E. Low, the Microbiologist-in-Chief at the Department of Microbiology at Mount Sinai Hospital, and Council Chair Prof. John Oxford convened a media conference to announce the results of "a global survey of more than 9,000 people in nine countries, including Canada, that evaluate current behaviours and awareness regarding hygiene and disease transmission."
