State of Change
State of Change "was born in the fall of 2004, the brainchild of Linda Shoemaker, founder of the Bell Policy Center. The Bell is a multi-issue think tank in Colorado providing original research and analysis on issues of equal opportunity and access. Like many organizations doing state-level policy and advocacy work, the Bell is a 501(c)(3) nonprofit, funded through grants and contributions. The work of the Bell frequently informs and serves as a model for policy initiatives in other states. Linda thought it would be possible to for policy- and advocacy-oriented nonprofits in every state to raise money more broadly, if only there were a cost-efficient way to let donors know about their achievements."
