Ken Phillips is the director of the work reform unit of the Institute of Public Affairs (IPA) and the Executive Director of Independent Contractors of Australia.

Although the IPA claims to be an "independent" think tank, its website describes Phillips as a "lobbyist", who also "consults" for big business and government. [1]

Phillips has been one of the strongest influences behind the Howard Government's Independent Contractors Act, which will remove the protections currently enjoyed by independent contractors, including, access to superannuation, workers compensation and some legal recourse when treated unfairly. Phillips argues instead that all workers, including contractors, should be "free" of such protections when negotiating with employers. [2]
