Jack Mongoven - who died of lung cancer in 2001 - specialised in investigating community groups for his corporate clients at MBD.

A 1993 internal budget review document for the Philip Morris group of companies had Jack Mongoven included with a preliminary budget allocation of $85,000.

“Mongoven has a very unique niche. At our request, he will do investigatory work on various activist groups and flag problems, i.e. EDF, animal rights groups, etc. KGF uses the majority of his services. This contract ought to be split between KGF and WRO,” the memo explained.(KGF is Kraft General Foods and WRO refers to Philip Morris's Washington Relations Office).

In 1999 Mongoven was advising Philip Morris on isses relating to the World Health Organisation's Framework Convention on Tobacco Control.

In August 1999, Jack Mongoven sent a memo to PM’s Matthew Winokur outlining some of the implications of Japan’s Health Ministry expressing support for the negotiation of a convention and a WHO conference on smoking issues scheduled for November in Kobe. “The conference will probably not generate considerable anti-tobacco activism, but it will introduce the justifications and concepts of the FCTC to the Japanese people,” Mongoven wrote.

“The conference will have modest goals and it will probably receive considerable media attention in Japan, if for no other reason than its novelty. The real issue, according to observers, remains the potential revenue loss to the treasury – estimated at $20 to 22 billion -- which can probably trump any demands made by the Health Ministry,” Mongoven wrote.
