Chuck Costello, "a senior program development specialist and democracy and governance program manager, has conducted assessments and evaluations for Democracy International in Albania, Colombia and Jamaica. Mr. Costello has 30 years of experience for USAID and other organizations in successfully developing and managing rule of law, civil society development, institutional reform, elections and anticorruption programs in Latin America and elsewhere. During a distinguished career at USAID, Mr. Costello directed the USAID Center for Democracy and Government; served as USAID Mission Director in El Salvador, Ecuador, and Guatemala; served as USAID Deputy Mission Director in Kenya; and headed USAID Office of Central American Affairs, among other senior positions.

"He retired from USAID as a bureau Deputy Assistant Administrator with personal rank of Career Minister and the Distinguished Career Service Award. For RTI International in Iraq in 2003-04, Mr. Costello managed a hugely ambitious USAID-funded Local Governance Project. From 1999 to 2003, he directed the Democracy Program at The Carter Center, for which he designed and led election, rule of law, and civil society programs in China, East Timor, Guyana, Indonesia, Mozambique, Nicaragua, Nigeria, Peru and Zambia. Mr. Costello is fluent in Spanish." [1]
